Red Pepper flakes are the seeds from a hot pepper. Sometimes they are called crushed red pepper flakes, and I have only ever seen them in the spice rack at my grocery store. You might find them in a bulk food store as well.
WOW! They are in every store here. Even the dollar stores have them. Some grocery stores let you make special requests for products at no charge. Publix is one. I don't know where you are to know which stores you have. Since I don't use them that much I pick up a few of the packets from the pizza restaurant to keep on hand.
