This is a most perplexing request....for why do you want to make a pie crust without fat which is how the flour is brought together to form the crust.
If not "shortening"....then I assume you don't mind using lard---which is just the same thing.

If not vinegar (an acid)...then use vodka....it does the same thing since both reduce gluten.
One tablespoon vodka added to top up the water amount does the trick.

Shortening is not the same as lard. Shortening is a modified vegetable fat which is very bad for you. Lard is a natural fat like butter but still bad for you but just a fraction healthier. Your better off finding a pastry recipe that has a natural oil. A fat at room temperature state that stays liquid.

    2 cups sifted flour
    1/4 cup corn oil
    1/4 cup milk
    1/2 tsp salt

combine and roll out. Makes 2 - 9 inch crusts. NEVER FAIL - NEVER TOUGH

If you want a flaky crust, you have to use cold hard butter and ice water. It's the only way.
That recipe is too similar to a store bought Pillsbury pie crust, Bambi.
Don't suppose there's anything wrong with it, mind you, but I've tried it and don't care for it.

I would rather die than use a Pillsbury crust. This recipe has won Many blue ribbons in County and State Fairs for many years by my mother. I am not going to apologize for it. I wasn't trying to step on toes and I didn't notice that the question was so old. She said no shortening in the recipe, so that's what I posted.
I'm new to this site and apparently didn't know my place. Thank you so much for putting me back in it.
